An unprecedented plan to convert a factory to government offices: At the plan site, factory facilities (a factory building and ancillary facilities) built between 1970-1974 and a technical administration building built in 1989 were preserved just as they were when operations ended. Under the plan, part of the factory building (a two-story reinforced concrete building, partly steel frame construction) and the technical administration building (five-story steel frame structure) were converted into government offices. The plan was to divide the factory building into three parts: the east wing (used as government offices), the south wing (set aside for future use) and a portion to be dismantled and removed, while the technical administration building would be set up as the west wing (with some government functions) and joined to the east wing to be used as one unit. Ancillary facilities, such as the health and fitness wing on the east side of the grounds, were to be removed and used as a parking lot to ensure that use of the land enhanced its convenience as a government office.
