背景
As part of its effort to optimize public service venues in Taiwan, the TDRI chose Taiwan's PHCs as a target for improvement due to their high publicity, demonstrative nature, and social impact. The project coincided with the COVID-19 outbreak, posing a challenge to the PHCs' flexibility. Among all municipalities in Taiwan, New Taipei City has the most (29) administrative districts, including urban and rural ones, which was why we chose the city for the project. We identified the following problems with existing PHCs: cluttered environment, uneasy atmosphere, and lack of flexibility. Our goal is to create an assuring and professional public health service venue, and two PHCs in New Taipei City, one in a satellite town and the other in a rural area, were chosen as demo sites.

The PHCRd began in fall 2019 and lasted 13 months. The TDRI adopted disruptive innovation to break from the limitations of government procurement and conducted a service design pilot study to bring in professional design. We invited stakeholders-local health departments, doctors, head nurses, volunteers, researchers, consultants, visual and spatial designers, furniture companies, and the general public-to join the co-creation process, during which they began to feel the urgent need for professional design. 医療建築は特に張り紙や掲示物が多い施設で既に情報の整理やわかりやすさが大事と言われています。この提案では情報デザインを整理整頓しそこで作られた建築のノウハウをパッケージ化することで、他の医療施設でも展開可能なモジュールやサービスをデザインとして提供しています。この考え方は医療施設だけにとどまらず他の公共建築においても応用可能で、彼らの取り組みが公共のサービス空間全般を変えていくポテンシャルを持っていることを評価しました。
