Although the site is located in front of a major railway station, this park revitalization project targets daily users, such as neighborhood residents and commuters who use the station, and aims to have a ripple effect on the adjacent area. Evaluation

A good example of a public-private partnership project by Park-PFI (Park Private Financial Initiative) using a long and narrow park site along the Kitakami River near Morioka Station. This privately-owned project transformed an unpopular public park into a place often visited by citizens and tourists without relying on government subsidies, and recaptured the value of local resources given by the Kitakami River, which greatly contributes to the appeal of attractive points of Morioka. While minimizing construction investment by using containers, the project offers an opportunity to local people for reaffirming the richness of spending time in outdoor space integrated with the Kitakami River, thereby cultivating civic pride. All the tenants there are locally owned stores. This project in which the locals invest, use up local resources, and circulate money locally is a good example of a public-private partnership project for supporting a local city in the future.
