Outline

Saito Town is a tranquil area within a city, blessed with a lush natural environment covering hilly land north of Ibaraki City. The Saito-nishi zone was developed in 2004 by taking advantage of abundant nature, including a series of satoyama (merged forests and human habitation) and terraced paddy fields. Residents of the Saito-nishi zone have established a Community Development Charter to build a noble town on a hill, in which people live satisfying lives while enjoying the natural scenery, and pass the town on to posterity. To achieve community development for Saito’s residents, the developer took measures to increase the number of residents immediately after the town’s development. Afterwards, the roles of the developer and residents were redefined for community empowerment.
