The system streamlines local governments' workflows to support disaster victims reconstructing their livelihoods, including issuing damage certificates, providing a wide range of financial supports and temporally housings. In addition to that, the local governments can build victims databases to understand those who do not apply or receive the public supports and take proactive actions for them. With the system, the local governments can significantly reduce the costs of disaster management and improve the services level to realize a disaster resilient society.
